SACH-SCAC (social counseling and assistance center)
SACH-Social Counseling and Assistance Center for afghan and non- Afghan Refugees is providing community services and legal aid services in Pakistan including Somalis, Iraqis, Iranian, and others.

The main aims of the project are:

  • To ensure that the vulnerable urban non-Afghan refugees receive basic assistance for their socio-economic, medical and psychological, education and protection/security needs till a durable solution is found for them.
  • To enable refugees, to take better and well informed decisions regarding solutions to their problems through mutual consultation and participation.
  • To identify vulnerable refugee minors, especially the working and the un-accompanied, and to provide protection and care to them.
  • To work for empowerment of refugee women and to minimize the existing gender-based discrimination in all aspects of their life, through adequate participation and representation in public and private spheres.
  • To reduce the vulnerability of refugee women through prevention and response activities regarding SGBV (sexual and gender base violence). It includes protection and provision of care and rehabilitation assistance.
  • To enhance protection of vulnerable women and children through their capacity building and to work on their emotional health through psychotherapy and counseling. And to create awareness about their legal and civil rights in the country of asylum.
  • To profile and quantify the target group to make an effort in rehabilitating vulnerable refugees into society as independent and confident human beings.
  • To provide legal advice, assistance and general information 0n repatriation to Afghans refugees through the ALAC lawyers’ team.

Psycho-social Counseling

Social counseling comprises of psychosocial & economic support of refugees. The process of social counseling includes

  • Registration
  • Initial and periodic Assessment
  • Psycho social counseling
  • Home Visits (SA assessment, Claim Verification)
  • Subsistence Allowance

 

Basic Education assistance

It includes

  • 100% Primary Education Assistance in form of admission fee, tuition fee, transportation charges, books and uniform.
  • The program identifies and assists them for working and unaccompanied minors in getting basic education.
  • Proper follow up and monitoring is essential part of this component to ensure good quality education

 

Health care

The component of health care is comprised of medical services, health education and psych-social counseling. SACH-SCAC provides:

  • OPD Services
  • Referral to different Govt. and private hospitals, lab investigations, vaccinations, mother and child health care (MCH), psychiatric consultation
  • Special Needs e.g. speech therapy, provision of artificial limb, treatment of  behavior disorders especially minors)
  • Reproductive Health services
  • STIs (sexually transmitted Infections)
  • Rehabilitation for substance abuse
Health Education includes
  • Safe motherhood
  • Post natal care
  • Importance of breast feeding
  • EPI vaccination
  • Reproductive Health care
  • Management of sexual abuse cases
  • Facilitation in major surgical procedures
  • STIs especially HIV/Aids  
  • SGBV (Sexual and gender based violence)

Subsistence Allowance (S.A)
Subsistence allowance is provided to vulnerable Non-Afghan refugees.

 

 

Skill development Program:

The skill development Program has two components. One of the two is Skill development training. It is provided to reduce the dependency of non- Afghan refugees on S.A. and to make them self-reliant. The available skill courses are as follow:

  1. Mobile repairing
  2. Cooking
  3. Beautician
  4. Electrician
  5. Computer
  6. Language
  7. Plumber
  8. Auto mechanic
  9. Tailoring
  10. Candle making
  11. Pot making
  12. Porcelain work
  13. Embroidery  

The second component is Micro entrepreneurship development Training for non-Afghan refugees who are interested in starting a small enterprise. After this training, eligible refugees are provided grants. SCAC also provides them support in developing linkages with local markets.
Shelter Services
SCAC provides shelter for security cases. Shelter service ensures safe place for living with a full package of rehabilitation services including

  • Psychosocial counseling
  • Psychotherapy
  • Health care
  • Physiotherapy
  • Legal advice and assistance

Humanitarian Assistance for extremely vulnerable individuals on exceptional basis
SCAC provides humanitarian assistance to Afghans and non-Afghans in terms of extension of legal aid, emergency health care and referral to other organizations offering shelter services.   

Networking and referral System:
 SACH-SCAC has developed a strong networking and referral system with NGOs, lNGOs and Govt. institutions to facilitate refugees for addressing their issues.

 

Legal Assistance
Advice and legal Aid Center (ALAC) is working in Rawalpindi region since 2002. It provides legal assistance to registered Afghan nationals temporarily residing in Pakistan. Non-Afghans refugees are also assisted under this component since 2008. It uses different tools for identifying and addressing the issues and problems of the Afghans i.e. through issue specific Community Workshops, Theater for Development, Police Sensitization Workshops, legal camps and outreach visits etc.
To address these issues and problems SACH-ALAC is providing the following services; Legal aid and assistance to the Afghan refugees
Legal education about the refugee rights
Awareness regarding Country of Origin Information (COI) and repatriation associated issues
Sensitization of the Afghan Communities
Issues specific workshops and theatre for development
Networking with relevant actors i.e. Law enforcement agencies, Governmental organizations (GOs.) NGOs, INGOs etc.
